The Romanian telecom market declined in 2009, according to data from authority ANCOM. The number of broadband internet access connections at fixed locations grew 12 percent year-on-year to 2.8 million, leading to a penetration rate per 100 inhabitants of 13.1 percent, and a penetration rate per 100 households of 34.2 percent. The number of broadband internet access connections at mobile locations rose 66 percent to 2.5 million. The number of mobile telephony users rose by 900,000 to 25.4 million, with penetration reaching 118 percent. Mobile voice traffic increased by 39 percent while SMS traffic exceeded 7 billion, up 73 percent from the year earlier. The number of access lines grew by 2.3 percent, or more than 120,000 lines, to 5.29 million at the end of the year while the number of subscribers dropped by 30,000 to 4.09 million and voice traffic slid 14 percent. Access line penetration reached 24.7 percent per population, or 54.7 percent per households. Pay-TV meanwhile rose 3 percent to 5.82 million subscribers, with penetration per households at 79.4 percent. The number of cable subscribers decreased by 0.4 percent to 3.48 million, while the number of subscribers to the services provided over DTH satellite networks increased by 8.4 percent to 2.33 million. Around 46 percent of the total 2.65 million subscribers receive digital TV.
